Executive Order on Strengthening America’s Cybersecurity Workforce

On May 2nd 2019, the President signed an Executive Order (EO), actions intended to grow and strengthen our nation’s cybersecurity workforce to meet the challenges of the 21st century. From enabling movement between sectors to supporting workforce training, education, and development, this EO sets the course to expand and sustain the workforce and ensure America preserves its competitive edge in the critical field of cybersecurity.

The EO directs the Department of Homeland Security (DHS) and partner agencies to encourage the voluntary integration of the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework into existing education, training, and workforce development efforts by state, local tribal, and territorial governments, federal contractors, academic, non-profit, and private sector entities.

The EO also calls for a cybersecurity rotational program to promote connectivity and integration across federal cybersecurity agencies. Federal agencies will use cybersecurity aptitude assessments to identify skill gaps and training opportunities for reskilling employees. The federal government will map these aptitude assessments and training courses to the NICE Framework to ensure re-skilling and training leads to resiliency across critical infrastructure and networks.

The EO further calls for a National Cybersecurity Workforce Consultative Process, in which the private sector, the public sector, academia, and other sectors, will assess the cybersecurity workforce and make recommendations to strengthen its skill sets. DHS will further work with other organizations to identify and mitigate federal and non-federal skill gaps specific to critical infrastructure and defense cybersecurity through development of appropriate training curricula.

Finally, the new President’s Cup Cybersecurity Competition will encourage problem solving and critical thinking across the federal government and inspire innovation against evolving threats facing our infrastructure.
